I AM IN PROCESS OF REBUILDING 1940 POWERBIKE, THE FORMER OWNER WISHED TO RETAIN OLD REG NO,HE HAS THE ORIGIONAL LOG BOOK AND HOPES DVLA WILL PUT IT ON RETENTION. I WOULD DOUBT THEY WILL DO THIS .I HAVE THE ORIGIONAL NO PLATES AND PICS OF BIKE AND RELVENT NO,S. DO YOU THINK DVLA WILL GIVE ME THE ORIGIONAL NO ON A NONE TRANSFERABLE BASIS WHEN I COME TO REREGISTER. ?

Not without the old buff log book, or similar proof of frame number. DVLA are much stricter these days.

If the owner has the original logbook as you say, then the number can be re-attributed to the machine using the V765 scheme and a supporting dating certificate from the FBOC ( me in this instance) The number is re-issued free of charge providing certain criteria are met, but it cannot go on retention as it will be as you suggest "Non Transferable" and cannot be seperated for the bike.
If you wish to retain the number i will send you a p.m with my phone number so we can discuss the best way forward

Number is not transferable

As John has said if the bike is not already on the DVLA computor then the number can only be taken onto the computor and a V5c issued on original number as 'Non Transferable'. In which case the old buff/green RF60 log book is of no use to the former owner and he should hand it over to you with the bike.
