Model 96 front fork oil

I am attempting to fill the front forks on my model 96 after a refurb,and would like some advice please,in the manual it says each leg has 82 cc of oil but it also states fill to level grub screw plug in top fork clamp,the only way I can get the oil into the forks is by using an oil can and pumping in oil ,when I remove the oil can oil runs back out of grub screw hole,so I refit the grub screw and leave for 24 hours ,I assume the oil gradually seeps past the top bush into the fork leg ,when I remove the grub screw no oil runs out ,pump more oil in ,leave for another 24 hours ,I seem to think I may have gone past the 82 cc but assume eventually the oil level will be at the grub screw level .

Is this the correct method to fill the front forks to the correct level as I assume the level plug is the correct way to get the right amount of oil in each leg
