Are you getting fuel to the Carb?
I have had blocked filter at fuel tap and if its a mono bloc at inlet. That's before you look at jets.
None of this is difficult to check.

Put a thimble full of fuel direct into the plug hold and see if it fires
Have you tried the Emg poss on the switch.

Hi I am feeding fuel directly into the carb and the carb is full of fuel.... I have also tried fuel in through the plug hole.... the only thing I cannot do is the bottom jet i. The carb I believe can be broken down into three parts but I can only do into two could this be a problem ?

I would have expected it to at least fire after that.

Does it have a spark

Check the timing.
See if the points open just before tdc turning the correct way!

Is the fuel fresh?

When the choke is fully on is the cable slack proving the slide can go all the way down?
