Francis Barnett Trials Frame

Hi All
I am putting together a Pre 65 trials bike and have been offered what the owner thinks is an FB trials frame from the early '60s.  The number on the frame is ACT 12961, any help identifying this would be great.  As the owner doesn't have a V5 for the frame, or an old style log book, is there anywhere that would give dating information for the said frame that could be used with the DVLA? There is only the frame.

Frame ACT

Have sent you a p.m. without paperwork you can only obtain an age related number when the machine is completed ACT is a 1959 FB trials model 83 which would have originally housed an
AMC 250cc engine, with old logbook, tax disc, or MOT prior to 1984 you can use the V765 scheme to retain the reg. number
